Chhattisgarh Signs Skilling MoU with ITE Education Services and Secures 350 Crore Agro-Processing Investment in Singapore

FDI commitments from the visit reach 43,600 crore

Raipur 6 October 2026 Chhattisgarh’s engagement in Singapore gained further momentum today. The State signed a skilling MoU, secured a fresh investment commitment and held high-level talks with Singapore’s leadership on the final day of Chief Minister Shri Vishnu Deo Sai’s visit. The State’s FDI commitments from the visit now stand at *43,600 crore. The visit marks Chhattisgarh’s participation in the inaugural Singapore-India Network for Growth (SING) Forum 2026, on the nomination of the Ministry of External Affairs (MEA), Government of India.

In a major step for skilling the State’s youth, the Government of Chhattisgarh signed an MoU with ITE Education Services, Singapore, for collaboration in technical and vocational education and training, in the presence of the Chief Minister. The delegation also toured an ITE college to see Singapore’s industry-linked skilling model first-hand. Under this model, global companies such as Cisco, BYD and Singapore Airlines partner with ITE colleges on curriculum, training and equipment. The partnership will help Chhattisgarh build industry-aligned curricula, strengthen instructor capabilities and create stronger pathways to employment for its youth.

“Investment brings industry, but it is skilled people who make it succeed. Singapore has shown the world how to build a workforce that industry trusts. Through this partnership, we want every young person in Chhattisgarh to have the skills to build a career right here in the State. When industry comes to Chhattisgarh, it should find the talent it needs ready and waiting,” said Chief Minister Shri Sai.

The Chief Minister presented an Invitation to Invest worth ₹350 crore to Singapore-headquartered Valency International Pte Ltd, a global agribusiness group operating in 22 countries. The company will set up an integrated Agro and Food Processing and Export Hub in Chhattisgarh to process cashew, sesame, pulses and groundnut. The hub will open new markets for farmers, add value to agricultural produce within the State and generate local employment.

Chief Minister Shri Sai met Dr Vivian Balakrishnan, Minister for Foreign Affairs, Singapore. The leaders held wide-ranging discussions on deepening India-Singapore ties at the State level, and on strengthening cooperation between Chhattisgarh and Singapore in investment, skill development, urban planning and technology. They also explored how Chhattisgarh’s growth journey can draw on Singapore’s global expertise to build a long-term strategic partnership.

At a CEO Roundtable, the Chief Minister met leaders from over 15 global companies, including TCS, SMBC, Tolaram Group, Agrocorp, Indian Ocean Group and Blue Aqua. He presented the State’s reform-driven governance and investor-friendly ecosystem, and the leaders discussed partnerships across technology, banking, agribusiness, aquaculture and food.

Shri Sai also held discussions with the leadership of the Global Finance & Technology Network (GFTN), an initiative of the Monetary Authority of Singapore, including Mr Sopnendu Mohanty (Group CEO), Mr James Boey (CEO, India, Asia, Japan & ASEAN) and Mr Anthony Thomas (Chief Operating Officer), along with their team. They discussed a partnership to train the State’s youth in Al and digital finance, help startups reach global investors, and set up tech labs for emerging technologies.

With these engagements, the Chief Minister’s visit to Singapore comes to a successful close, having laid strong foundations for a long-term partnership between the two. The delegation will return to Raipur on 7 October.
