CG Cabinet Approves Ease of Doing Business Bill; Chhattisgarh Set to Become First State with Such Law

Raipur: In a major step to improve the investment climate and promote industrial growth, the Chhattisgarh Cabinet on Wednesday approved the draft of the Chhattisgarh Ease of Doing Business (Exemption and Facilitation) Bill, 2026. The decision was taken during the Cabinet meeting chaired by Chief Minister Vishnu Deo Sai.

The proposed legislation aims to make the process of establishing industries and businesses in the state simpler, faster, transparent and fully digital. The state government claimed that Chhattisgarh will become the first state in India to introduce such a comprehensive Ease of Doing Business law.

Single Law to Simplify Business Procedures

The Bill is designed to reduce unnecessary government procedures and improve the overall business environment. It introduces several business-friendly reforms that are expected to attract fresh investments and create new employment opportunities.

One of the major provisions is Deemed Permission, under which approvals will be considered granted if the concerned department fails to act within the prescribed timeline. This is expected to reduce delays in project approvals.

Self-Certification and Risk-Based Inspection

The proposed law also allows Self-Certification, enabling businesses to certify compliance with several regulatory requirements without repeated government inspections.

Another key reform is the introduction of Third-Party Verification and Risk-Based Inspection. Under this system, inspections will be carried out only where there is a genuine need, reducing unnecessary interference and improving transparency.

The Bill also proposes to remove duplicate licensing requirements, making the compliance process easier and less time-consuming for industries and entrepreneurs.

Government Expects More Investment and Jobs

According to the state government, the new law will improve investor confidence, strengthen the industrial ecosystem and encourage both domestic and private investments.

Officials believe the reforms will accelerate industrial development, improve the ease of doing business and generate large-scale employment opportunities across Chhattisgarh.

Private Universities Amendment Also Approved

The Cabinet also approved the draft of the Chhattisgarh Private Universities (Establishment and Operation) Amendment Bill, 2026.

The amendment replaces the existing corpus fund with a reserve fund and introduces provisions to ensure that private universities maintain infrastructure, libraries and academic facilities in accordance with UGC and other regulatory standards.

The government said the amendment will safeguard students’ interests and promote quality higher education in the state.
